This application was referred to Clause 1 after Council took issue with a number of characteristics of the proposal on the grounds of ‘heritage’ and ‘amenity impact’ that culminated in Council refusing to issue a planning permit. Clause 1 provided advice on potential alterations to the proposal, substituted plans prior to the appeal and successfully represented the applicants interests at the VCAT hearing.
